In September 2003 the Irish Department of Communications (DCMNR) commissioned a Dutch led consultancy to conduct a full scale review of radio licensing in Ireland. Athena Media was the sole Irish partner on this review which was published as the Ox report in July 2004. The Ox Report has had a significant impact on the Irish media landscape and most of the key recommendations of the report have been fully implemented. One of the core recommendations of the report centred on the full utilisation of radio spectrum in Ireland which has lead to the development of quasi-national licenses and a wider range of local, regional and national radio choices in Ireland.
